You must first find your weather seed to use this tool; you can do so by using MeteoNook. Alternatively, if you have dumped your save file, you can find it under Land > Weather > _3bb101ca by loading main.dat and mainHeader.dat here.
Note: time is measured from when you first arrived on the island (and continues to pass even when the Switch is asleep.
